i just kept putting 9's and it put the maximum number allowed
2147483647

is it safe to leave it at that?

i didn't realize i had it set to 32 (default) before.
i don't ever want to lose stickies i close.

You can leave it there if you like ... although it means the stickies.ini file is going to just get larger and larger and larger...

Eventually this might lead to performance issues, but then if over time you upgrade your machine to a faster disk, and with more RAM etc, you might not notice a speed drop ever?
