The scrollbar is always visible (blue triangle).When not needed (window is larger than text ) it will not move so do not try and get frustrated!
Transparent settings are 99,130,160.By serendipity the alpha blended titlebar strip is left (only there if sticky has focus) as a place to grab/move the sticky when in transparent mode.

Sooyke - for the element "scrollbar", why not set the "Draw only if scrollbar required is true" flag?
That way, when there is no need for the scrollbar to show, it will disappear?
...or perhaps I don't understand your artistic vision!
Again, you've come up with a good idea - that of the triangle which slots into the sticky. That would work well for other items as well I think.

active color scrollbar changes from blue to green when active
hidden store button ( R-side of OnTop button)
